I am happy to see Deputy Attorney General Rod Rosenstein propose structural reforms to the U.S. immigration court system (“Impose Boundaries on Immigration Law” op-ed, Dec. 7). Any changes, however, must address the fundamental flaw of housing the Executive Office for Immigrations Review within the Justice Department, which essentially makes the court accountable to a prosecutor.
